Biden Administration Swings Door Open for Offshore Wind
Washington, D.C. – National Ocean Industries Association (NOIA) President Erik Milito issued the following statement after the Biden Administration announced a new priority Wind Energy Area (WEA) in the New York Bight, in addition to other offshore wind goals, milestones and critical investments:
“Today’s announcement is a win for the American people, the energy industry, and the environment. Providing new offshore wind opportunities, establishing permitting milestones, and boosting critical investments into the supply chain, ports, and workers will provide a foundation for exceptional offshore wind growth. Offshore wind is truly a generational economic and energy opportunity, and one the Biden Administration is seizing.
“While the development of Atlantic wind opportunities will provide substantial benefits to the states adjacent to lease areas, it will also lead to tremendous investment throughout the nation. In areas like the Gulf Coast, you will find steel fabricators, heavy lift vessel operators, subsea construction companies, helicopter service providers and more who built their experience in the oil and gas industry but will be vital in building offshore wind.
“We hope that the Biden Administration continues to build off the recent positive momentum for offshore wind. Adopting a regular and predictable offshore wind lease auction schedule and ensuring that the Bureau of Ocean Energy Management (BOEM) has the resources it needs to progress these ambitious goals will clear the way for a vibrant U.S. offshore wind industry.”

NOIA Is Ready to Work with Secretary Haaland to Advance Offshore Oil, Gas & Wind
Washington, D.C. – National Ocean Industries Association (NOIA) President Erik Milito issued the following statement after the Senate confirmed Deb Haaland as the next Secretary of the Interior:
“NOIA is ready to work with Secretary Haaland and the Biden Administration to advance America’s offshore energy sector. During her testimony before the Senate Energy & Natural Resources Committee, Secretary Haaland repeatedly spoke on unity and the importance of creating opportunities for every American. Secretary Haaland also stated, “there’s no question that fossil energy does and will continue to play a major role in America for years to come.” We hope that this is the prevailing attitude of the Biden Administration.
“Offshore energy is an American success story. In the Gulf of Mexico, offshore production provides the lowest carbon barrels of oil, generates millions of dollars in funding for parks and recreation programs for underprivileged urban communities, and supports hundreds of thousands of jobs across every state. Offshore wind is primed to soar, generating jobs and investment and providing millions of Americans with access to renewable energy.
“But the Biden Administration must deploy the right policies – including resuming Gulf of Mexico lease sales – to grow American energy, economic and environmental opportunities. Partnering with the women and men of the offshore industry will enable the Biden Administration to pursue an offshore energy agenda that truly helps every American.”

Vineyard Wind Permitting Progress Shows Promise for U.S. Offshore Wind
Washington, D.C. - National Ocean Industries Association (NOIA) President Erik Milito issued the following statement after the U.S. Department of the Interior announced the completion of the final Environmental Impact Statement (EIS) for the Vineyard Wind offshore wind project:
“The progress made in the Vineyard Wind permitting process is critical for the project developers and for the offshore wind industry as a whole. A timely and effective permitting regime is a necessity in developing the generational energy and economic opportunity of offshore wind. With Interior's announcement, we are closer to that reality.
“Wind developers also need the certainty that comes with a clear timeline of future opportunities. It has been more than two years since the last offshore wind lease sale. Wood Mackenzie determined that new, near-term lease opportunities could support 80,000 jobs annually and generate $166 billion in new investment by 2035, but the Bureau of Ocean Energy Management (BOEM) must first open the door to new leasing.”
