Mr. Levine earned a Bachelor of Science degree in Petroleum Engineering from the University of Wyoming in 1983. Since graduation, he has been employed as an engineer in various capacities with the Bureau of Safety and Environmental Enforcement (BSEE).

He served as a staff engineer in BSEE’s Alaska and Pacific offices, as a drilling engineer in the Gulf of Mexico office, and various roles in BSEE’s headquarters office in Virginia. Prior to coming to work for the federal government he was employed with oil field service companies N.L. Bariod and Milchem.

Currently, he is Chief of the Emerging Technologies Branch and oversees the activities of three distinct programs – the Best Available and Safest Technologies Section, the Research and Contracts Section, and the Systems Reliability Investigation Team. Joe is a member of the Society of Petroleum Engineers.
