NOIA's Political Action Committee (PAC), known as the NOIAPAC, plays a critical role in advancing the offshore energy industry's interests by supporting federal candidates who are committed to introducing, supporting, and voting for favorable legislation related to offshore oil and gas, wind, and carbon capture and storage. Moreover, the NOIAPAC allows for direct engagement with supporters, further strengthening its effectiveness in advancing the industry's goals.
Over the last few years, NOIA has successfully grown the NOIAPAC, which in turn has greatly enhanced its ability to advance our core mission of greater access to the offshore. NOIAPAC is an extremely effective tool, but it only works with your support.

Political action committees like NOIAPAC are organized to allow individuals with shared political goals and values to come together in support of the federal candidates and policymakers. To facilitate this, NOIAPAC is empowered to solicit and accept voluntary contributions from certain individuals and, as a primary purpose, to expend such contributions to influence the selection, nomination, election or appointment of individuals to public office (Federal, State or local). A PAC is an important tool for engagement in the political process. A PAC allows a trade association to demonstrate support for elected officials or candidates who have directly supported the public policy objectives of the trade association.
The NOIAPAC makes contributions to elected officials who clearly support the offshore energy industry, including offshore oil and gas, offshore wind, and offshore carbon capture and storage. Elected officials show support for the offshore energy industry by introducing, supporting, and voting for favorable legislation; opposing unfavorable legislation; providing oversight in support of the offshore energy industry; sending and signing letters or resolutions in support of the offshore energy industry; or otherwise publicly advocating for the offshore energy industry. In addition to making contributions to supporters, NOIAPAC provides the additional value of enabling direct engagement with supporters at events.
The success of the NOIAPAC is dependent upon its ability to raise sufficient funds to carry out the purpose of engaging in the political process and supporting elected officials who support the industry. Funding for the PAC is dependent upon the NOIAPAC receiving contributions from individuals who support the industry. Contributions from individuals help ensure that NOIAPAC, and NOIA, can successfully carry out the mission of NOIA in advancing the interests of the industry before the U.S. Congress.
The NOIAPAC contributes to members of Congress in both parties, or independent, who explicitly support our policy goals. The NOIAPAC focuses its efforts at the federal level, with an emphasis on contributing to incumbents. The NOIAPAC does not contribute to individuals based upon their party affiliation. The NOIAPAC makes contributions based upon the active and visible support for our industry through the advancement of favorable policy outcomes for our industry. NOIAPAC works with the PAC board chair to determine strategy for disbursements. Decisions regarding use of PAC contributions are supervised by the chair.
Contribution decisions are based on certain factors, including, but not limited to, whether a particular candidate holds a leadership position or seat on a committee of the United States House of Representatives or United States Senate important to the Sponsor’s and its members’ economic vitality; whether the candidate holds a leadership position within his or her political party; or any other factor the PAC may deem important.
Opportunities for contributions often arise based upon the timing of a fundraising event for an elected official. As a result, decisions on whether to contribute are made when we are notified of the event and are based upon the recent record of the elected official as it relates to NOIA’s policy objectives. There are dozens of such events every month. Due to limited funding, NOIA is very selective in making its contributions and makes its decisions in a very strategic way related to the factors discussed above.
This donation is made voluntarily based upon your specific understanding that:
- You are not required to make contributions to the NOIAPAC as a condition of employment or position;
- You have the right to refuse to contribute without reprisal;
- The contribution amounts described are merely suggestions and you can contribute more, less, or nothing, without benefit or disadvantage to employment status;
- Under applicable laws, only eligible individuals who are U.S. citizens or lawful permanent residents may contribute to NOIAPAC;
- NOIAPAC uses contributions it receives for political purposes that will benefit our industry - including making contributions to and expenditures on behalf of candidates for office, and addressing important political issues; and
- Contributions to NOIAPAC are not tax-deductible as charitable contributions.
NOIAPAC is compliant with all applicable laws. PAC activity is reported on a monthly basis to the FEC as required by law.
