Our Mission
The National Ocean Industries Association – NOIA – is the leading advocacy organization for the offshore energy industry. We serve the offshore oil, gas, and wind industries, the full spectrum of service and supply companies, as well as emerging energy segments such as carbon sequestration and hydrogen. We are the sought-after and credible voice, advocate and forum for uniting and advancing the interests of the offshore energy industry, recognized for promoting solutions that provide the energy vital for lifting society in a safe and environmentally sustainable way.
NOIA Membership
NOIA is the only organization that truly unites the entire offshore energy community and provides all members with the opportunity to advance our nation’s offshore energy interests. By bringing together the top leaders of offshore oil and gas, wind, and CCS companies, including operators both small and large, drilling contractors, service companies, marine vessel transport companies, geological and geophysical contractors, equipment suppliers, environmental consultants, and many other contractors, we create alignment and boost our industry's performance. Advocacy in Washington, D.C.
As the voice and advocate for the offshore energy industry, our priority is to promote and defend the offshore energy industry before Congress and the Administration in order to achieve favorable policy outcomes for our membership. Government policy plays a substantial role in the ability to invest in domestic energy projects. NOIA’s lobbying and advocacy focuses on maintaining and expanding offshore leasing and permitting, and in promoting a fair and reasonable regulatory and tax framework for the industry. NOIA implements a strategy that combines direct lobbying, education, collaboration, outreach, public relations, research, and litigation to achieve favorable policy outcomes. This includes educating policymakers and stakeholders in the White House, Congress, and throughout Washington, D.C. on the issues that matter to our members. As a NOIA member, you will have the opportunity to participate in policy and technical program discussions and help lead the conversation from the offshore energy perspective.
The NOIAPAC is an important program that we have for engagement in the political process. NOIAPAC allows us to demonstrate support for elected officials or candidates who have directly supported the public policy objectives of the trade association. The NOIA PAC makes contributions to elected officials who clearly support the offshore energy industry, including offshore oil and gas, offshore wind, and offshore carbon capture and storage. Elected officials show support for the offshore energy industry by introducing, supporting, and voting for favorable legislation; opposing unfavorable legislation; providing oversight in support of the offshore energy industry; sending and signing letters or resolutions in support of the offshore energy industry; or otherwise publicly advocating for the offshore energy industry. In addition to making contributions to supporters, NOIA PAC provides the additional value of enabling direct engagement with supporters at events.
Where Energy & Climate Performance Meet
We are a proactive and forward-leading organization committed to collaborating and promoting solutions that provide the energy vital for lifting society in an environmentally responsible way. In addition to engaging on key public policy issues, we work together to drive toward solutions for complex and emerging issues, such as Environmental, Social, and Governance (ESG). NOIA established an ESG Committee and an ESG Program – the NOIA ESG Network – to promote the industry's commitment to robust ESG performance. The NOIA ESG Network also publishes annual reports detailing the efforts of NOIA and our members in this space. The 2024 NOIA ESG Report includes case studies of initiatives our members are undertaking to lower GHG emissions.
NOIA is also helping to progress offshore carbon capture and storage (CCS) in the Gulf of Mexico. The NOIA offshore CCS policy paper outlines how the Gulf of Mexico can become a global CCS hub.
Pushing Safety and Environmental Performance Forward
NOIA also holds two prestigious annual award competitions to recognize the remarkable advancements our industry is continuously making. The NOIA Safety in Seas Awards, established by NOIA and Compass Publications in 1978, recognize those who contribute to improving the safety of life in the offshore energy industry. The award is divided into two categories: the Culture of Safety and Safety Practice.
In 2022, NOIA launched the NOIA Environmental, Social, & Governance (ESG) Excellence Award. The NOIA ESG Excellence Award highlights and recognizes those who by their actions, design, or influence, are contributing to the advancement of ideals embodied by the NOIA ESG Principles.
Winning companies from both competitions also present on their award-winning submissions at the full NOIA membership meetings.
