NOIA's committee structure is central to advancing its mission and ensuring direct member involvement in key areas of offshore energy policy, operations, and public engagement. Our committees and working groups bring together experts from across sectors to help shape advocacy, drive innovation, and elevate industry leadership.

• NOIA Environmental, Social, & Governance Network: Promotes NOIA members as good corporate citizens, provides a forum for collaboration, and positions NOIA as a credible ESG stakeholder in the offshore energy industry.
• Finance Committee: Monitors the financial activity and condition of the association, reviews NOIA's annual budget, and recommends action to the Board of Directors. The committee ensures appropriate investment practices and adequate accounting records and controls are maintained.
• Geological & Geophysical Committee: Monitors and reports on seismic and related activities on the outer continental shelf. Committee members track the status of litigation, permitting, and technology, and recommend policies and direction for NOIA to promote G&G activities.
• Government Affairs Committee: Interacts with NOIA government affairs staff on behalf of respective industry segments to broaden the reach and influence of NOIA's policy advocacy with federal, state, private, and non-profit stakeholders. The committee monitors major governmental matters and provides direction for the association's positions and strategies on legislation and regulation affecting the industry and its operations.
• Health, Safety, Security and Environment Committee: Helps direct NOIA's environmental and safety efforts through participation in regulatory and policy processes, guiding the development of NOIA comments on federal offshore regulations and NOIA testimony and language for offshore legislation. The committee also engages with non-governmental offshore safety entities (OESI, Offshore Technology Center, COS, and others) and hosts the annual Safety in Seas Awards program.
• Ocean Minerals Committee: Monitors and reports on policy, regulatory, and market developments related to offshore critical minerals and deep-sea mineral resources. The committee guides NOIA's advocacy, education, and communications efforts on ocean minerals by identifying key opportunities and challenges, engaging with federal agencies and stakeholders, and recommending policies that support responsible exploration, development, and supply chain growth for strategic mineral resources.
• Offshore Carbon Capture & Storage (CCS) Workgroup: Provides direction to NOIA in its education and advocacy efforts related to carbon capture and storage. The workgroup engages in advocacy with NOIA staff and helped develop a policy paper on the importance of CCS and the policies required to enable the technology.
• Offshore Renewables Committee: Monitors and reports on the status of offshore renewable energy policy and projects on the outer continental shelf. The committee promotes informational meetings, recommends offshore renewable policies for NOIA to advance, and explores ways NOIA members can be involved in the development of offshore renewable energy projects.
• PAC Advisory Committee: Provides direction and guidance to NOIAPAC and oversees PAC contribution activities and disbursements to candidates. The committee stays current on Federal Election Commission guidelines and requirements and serves as a conduit for that information between the PAC and the general NOIA membership.
• Public Affairs and Education Committee: Helps NOIA achieve and maintain its goal of being the unified voice for the offshore industry by increasing public knowledge of the industry through proactive media relations. The committee supports NOIA's advocacy efforts by lending expertise in communications strategy, messaging, creative content development, public affairs campaigns, and more.
• Technology Policy Committee: Explores the cutting-edge technical systems that support the offshore industry and educates regulators and policymakers about the latest advances. The committee also helps lead the initial framing and messaging on complex technical policy issues and engages with technical organizations inside and outside the industry.
