Sanford shifts stance, opposes offshore testing, drilling

MOUNT PLEASANT — U.S. Rep. Mark Sanford switched positions Monday to oppose offshore oil and natural gas exploration and drilling.

It was a question of finding a balance, he said. Sanford had supported the exploration to find out what resources might be out there.

“We will continue to work with the South Carolina delegation, engaging in thoughtful conversation with them and their constituents to ensure fact-based discussion,” said Nicolette Nye, Ocean Industries Association communications vice president. “It is premature to prohibit the reopening of the Atlantic to oil and natural gas without first having a better idea of the extent of resources available for development.”

We’ve come a long way since the Gulf spill

April 21, 2015 - The Macondo well accident in the Gulf of Mexico, which marked its fifth anniversary on Monday, was a true tragedy. Eleven oil rig workers lost their lives, and no well is worth the loss of a single life. Tens of thousands of people in hundreds of communities were affected directly and indirectly by the ensuing oil spill.

But even as we study the Obama Administration's newly issued blow-out preventer and well control regulations, at least four of the lessons we already have learned from this accident have and will continue to make offshore oil and natural gas drilling safer.

NOIA officers serve three-year terms with the exception of the Chair and Vice Chair, who serve a one-year term.

NOIA Elects Chairman Cindy B. Taylor and Vice Chairman Kevin McEvoy

Washington, D.C. - The National Ocean Industries Association (NOIA) Board of Directors has elected Cindy B. Taylor as Chairman and Kevin McEvoy as Vice Chairman for the upcoming 2015-2016 term. Taylor and McEvoy assumed their positions at the NOIA Annual Meeting today in Washington, DC.

Since 2007, Cindy has served as President and Chief Executive Officer of Oil States International, Inc., a publicly traded diversified oilfield services company headquartered in Houston. She also serves on the company’s board of directors, and has been NOIA’s Vice Chair for the 2014 -2015 term.

“The oil and natural gas industry is tough and resilient. Since I first joined NOIA, we have faced many challenges including commodity price volatility, global recessions, the Macondo well blowout, a federal moratorium on drilling in the Gulf of Mexico, new regulatory standards and now the collapse of oil prices yet again,” said Taylor. “While we face market challenges, I look forward to this opportunity to work with other NOIA members to encourage consistent, transparent and productive federal policies allowing continued development of all energy sources in all areas of the OCS. I welcome Kevin and his perspectives to the NOIA leadership team.”

McEvoy has been Chief Executive Officer of Oceaneering International, Inc., since 2011. He also serves on the company’s board of directors. Based in Houston, Oceaneering is a global provider of engineered services and products, primarily to the offshore oil and gas industry, with a focus on deepwater applications.

McEvoy said, “I am honored to continue serving NOIA in this new capacity and look forward to supporting Cindy, Randall, and the NOIA membership in pursuit of coherent policy and reasonable regulation of offshore oil and gas exploration and development.”

NOIA President Randall Luthi said, “NOIA works to secure a fair and reliable regulatory environment offshore and to increase access to the energy resources of the nation’s Outer Continental Shelf. Taylor has served at Oil States since 2000, first as Senior VP, CFO and Treasurer, then President and COO, followed by her CEO appointment in 2007. Prior to Oil States, she was CFO of L.E. Simmons & Associates, a private equity firm specializing in oilfield service investments, the VP Controller of Cliffs Drilling Company, and she held various positions with Ernst & Young LLP. She holds a B.B.A. from Texas A&M University and is a Certified Public Accountant.

McEvoy has been with Oceaneering for 36 years, serving as CEO since May 2011. During his tenure at Oceaneering, he has held a variety of progressively more responsible domestic and international positions in marketing, administration, and operations, including President, COO, Executive VP, Senior VP and VP. He started his offshore career as an officer in the U.S. Navy working in the areas of diving, salvage, and submarine rescue. He has undergraduate degrees in Biology and Geology from Brown University and an MBA from Texas A&M University.

Luthi also thanked outgoing Chairman John Rynd, Chief Executive Officer and President of Hercules Offshore, Inc. Under his watch, NOIA continued to expand its membership and released important economic studies identifying the benefits of opening up the Eastern Gulf of Mexico and the Pacific to oil and natural gas development. He represented NOIA at various conferences and provided a clear, reliable voice. His consistent, stable leadership was vital in a year that was neither. Rynd will remain active on the NOIA Board of Directors.

SEACOR Marine Sweeps 2015 NOIA Safety in Seas (SIS) Awards

Takes Home Culture of Safety Award and Safety Practice Award

Washington, D.C. - The National Ocean Industries Association (NOIA) today presented SEACOR Marine with the 2015 NOIA Safety in Seas (SIS) Culture of Safety Award and Safety Practice Award. This is the first time the same company has won awards in the same year. NOIA added the Culture of Safety award to the competition in 2014.

SEACOR Marine won the Culture of Safety Award for their safety culture model which spurred a seven year trend of declining total number of Lost Time Incidents, Medical Treatment Incidents, and Pollution Incidents reaching Goal Zero for 2014 – that’s a Total Recordable Incident Rate of zero.

The Safety Practice Award was presented to SEACOR Marine for their behavior-based safety program PAUSE, which is short for Prevent Accidents Use Safety Equipment. The awards were presented at the NOIA Annual Meeting in Washington, DC.

Since 1978, NOIA has held the SIS awards competition to recognize those who have contributed to improving the safety of life in the offshore energy industry. Beginning in 2014, NOIA conferred two distinct safety awards. The Safety Practice Award recognizes specific technologies, approaches, methods or projects with direct and demonstrable impacts on improving safety.
