House bill would lift ban on coastal gas, oil drilling

Legislation that lifts a federal moratorium on oil and gas drilling off Virginia's shores and splits potential federal revenue among coastal states was approved Friday by the Republican-controlled U.S. House in a mostly party-line vote.
