House votes to implement U.S.-Mexico offshore energy deal

The House on Thursday passed a bill that would implement a U.S.-Mexico agreement on offshore energy development on the maritime border between the two countries, over opposition from Democrats who called it an attack on the Dodd-Frank financial reform law.
